Sounds to me like it is the effect they got when they bunch the material up around seams, often seen in caskets, and low riders. It's done with elastic.

I looked at this earlier today....there is one guy in this area that has the style so we are waiting on a picture from him. I will post when we get it. We got a car to turn into a lowrider as a family project. And that's the style my husband wants to go with....I'm not fond of it but something custom I do want to do.
