I have an early porsche 911 dashboard to recover that has a horsehair moulding/pad on it, its in pretty good shape but has sort of slightly compressed into dips and is a little lumpy and bumpy.I don't want to replace as getting the shape would be difficult.I tried 3mm foam but the lumps just showed through? My next plan was a thin cover of closed cell foam and sand to shape.
    How would others do this?

id probably use body filler (bondo) till smooth then close cell foam

Adjust the horse hair with a regulator until the lumps and bumps are even. Then cover with cotton and foam.
